In most modern economies, there are many possible coalitions of interested groups and the diversity of possible unilateral barriers is important. In addition, some trade barriers are created for other non-economic reasons, such as national security or the desire to protect or isolate local culture from foreign influences. The largest multilateral agreement is the agreement between the United States, Mexico-Canada (USMCA, formerly the North American Free Trade Agreement (NAFTA) between the United States, Canada and Mexico. The European Union is now a remarkable example of free trade. Member States form an essentially borderless unit for trade purposes, and the introduction of the euro by most of these countries paves the way. It should be noted that this system is governed by a Brussels-based bureaucracy, which has to deal with the many trade-related issues that arise between the representatives of the Member States.
